Notwithstanding section 1(b), the Owner of an Animal must not leave an Animal unattended in a motor vehicle when the temperature outdoors is below minus fifteen (15) degrees Celsius or above twenty (20) degrees Celsius except where the motor vehicle has an active running climate control system.
