Notwithstanding subsection (1), a Bylaw Enforcement Officer is hereby authorized to immediately issue a Violation Ticket pursuant to to any Person who the Bylaw Enforcement Officer has reasonable and probable grounds to believe has contravened any provision of this Bylaw.
