Notwithstanding section 56.5 a lead pilot car shall when necessary precede the oversize vehicle or load through tunnels, bridges and other structures, at an adequate distance so as to provide ample warning for oncoming vehicles.” Bylaw No. 5000 (Consolidated Version)
