The Manager of Bylaw Services or his designate is hereby authorized to issue temporary permits for:
- (a) parking in metered spaces on a highway; and
- (b) parking in excess of the length of time allowed for parking on an unmetered portion of highway which is subject to time parking restrictions;
when construction or other activities makes the use of parking meters, or the enforcement of time parking restrictions in a given area, impractical.
