No property owner shall keep, possess or harbour or permit to be kept, possessed or harboured more than four (4) cats within or about any dwelling unit unless any cats in addition to the four (4) in the care or control of the property owner of the dwelling unit in which the cats are located are accompanied by an owner who does not reside at the dwelling unit.
