Notwithstanding any other provision of this By-law, the provisions and requirements of this By-law shall not apply to any person who emits or causes or permits the emission of sound in connection with any activities listed in Schedule 2, Permanent Exemptions, or to impulsive sound, or blasting, or to any person or activity for which a permit has been issued under the authority of this by-law.
