Where the exterior doors, windows or other openings to vacant, partially vacant or abandoned buildings or structures are broken, improperly fitted or otherwise in disrepair the property owner shall board the building or structure as a security/safety repair measure so as to prevent the entrance of unauthorized persons, or elements, or the infestation of pests.
