No owner or operator shall permit any body-rub to be performed, offered, or solicited in the pursuance of a trade, calling, business or occupation, upon or at a body-rub parlour or pursuant to the operation by a body-rub parlour, by any person other than a licensed body- rubber or other person licensed or authorized under this by-law.
