No person shall dig up, cut or otherwise damage a highway remove any asphalt, concrete, gravel, grass, turf, sod, earth, or plant from a highway except in compliance with Bylaw 99-174, "A Bylaw to Establish Provisions For Right-Of-Way Within Any City Road Allowance or Public Place", or a successor that bylaw.
