No part of a temporary or permanent Enclosure surrounding a Pool shall consist of barbed wire, sharp projections, or possess similar dangerous characteristics or any device designed for conducting an electric current through such Enclosure.

In giving such approval, the Manager shall consider By-laws enacted by the City affecting the subject Property; the size of the subject Property, and the potential hazards that may be incurred by reason of the location of the Enclosure on the subject Property
