No mobile vendor who is the owner or lessee of a vehicle that is utilized for selling products shall fail to affix in a secure and visible manner to the exteri or of the vehicle the mobile vendor licence plate(s) issued by the Licensing Officer or as otherwise approved by the Licensing Officer.
