An Applican t for a Fireworks Special Occasions Permit is subject to the provisions of this By-law and entitled to be issued the Fireworks Special Occasions Permit, except where:
- a) the Application is incomplete;
- b) a residential property that has been previously issued a Fireworks Special Occasions Permit in the same calendar year; or
- c) there are reasonable grounds for belief that the holding of the Consumer Fireworks will result in a breach of this or any other by- law, the or the Explosives Act.
