An Applicant for a Permit is subject to the provisions of this by-law and entitled to be issued the Permit, except where:
- a) the application is incomplete;
- b) the Applicant is not a Pyrotechnician under the Explosives Ac t, or
- c) there are reasonable grounds for belief that the holding of the Pyrotechnic Special Effect Fireworks will result in a breach of this or any other by-law, the or the Explosives Act.

- 10.1 The Fire Chief may issue a Fireworks Special Occasions Permit for Discharge of Consumer Fireworks on the conditions set forth in Section 6 and 7.
