No person shall park or stop or permit the parking or stopping of a vehicle bearing official diplomatic corps license plates in a diplomatic loading zone
except for the purpose of and while actively engaged in loading thereon or unloading therefrom passengers, freight or merchandise, or for a period of time longer than fifteen (15) minutes or the permitted maximum duration during the times and days identified on official or authorized signs.
