muzzled and on a lead not longer than 2 metres in length and in a manner that restricts it from chasing, injuring or biting other domestic animals or humans as well as preventing damage to public and/or private property; or
- (b) under the effective control of a person over sixteen years of age who is physically capable of restraining the dog.
