159. Notwithstanding any other provision of this By-law, in the case of Buildings and Structures of a Heritage Property,

no Person shall alter the Heritage Property or permit the alteration of the Heritage Property if the alteration is likely to affect the Property’s Heritage Attributes, unless the Owner has obtained a building permit with Heritage Approval or other form of written consent from the City in accordance with the Ontario Heritage Act.
