- 3 Scope This By-law shall apply to all Property in the City save and except Property owned by the City, a local school board, or the Regional Municipality of Durham and any other upper tier Municipality

- 5 Severability Each and every one of the provisions of this By-law is severable and if any provision of this By-law should, for any reason, be declared invalid by any court, it is the intention and desire of this Council that each and every one of the remaining provisions hereof shall remain in full force and effect
