No person shall erect an electronic message display which does not comply with the following restrictions:

• Only permitted on permanent ground signs, Permitted sign types wall signs and billboard signs As per ground sign, wall sign, and billboard Maximum sign area sign provisions As per ground sign, wall sign and billboard Maximum sign height sign provisions Minimum setback from a residential 100 metres use/zone Minimum setback from another electronic 100 metres message display Minimum setback from property line 3.0 metres Permitted content Alphanumeric characters and digital images Minimum dwell time 6 seconds Maximum day time luminance 5,000 nits Maximum night time luminance 300 nits Must operate within maximum night time luminance between 9:00 pm to 8:00 am for Hours of dimming/turning off signs located within 200 metres of a residential use, and in all other instances, between 11:00 pm to 7:00 am
