No person shall make or permit to be made: Without limiting the generality of section 3, noise from the sources listed in paragraphs 3(2)(a) to 3(2)(h) is deemed to be an unreasonable noise or a noise that is likely to disturb the inhabitants of the City: No person shall make or permit to be made: used between 10 p.m. of one day and 7 a.m. of the next day or used for more than 1 hour in total between 7 a.m. and 10 p.m. of one day;
