40. When an enforcement officer intends to issue a document to initiate a prosecution against an individual for a contravention of this By-law, the individual must at the request of the enforcement officer provide identification sufficient to establish the individual’s name and address. Where a designated employee arranges for the adoption of a dog or cat as a means of disposing of the dog or cat, the dog or cat must be sterilized prior to the adoption or, alternatively, the adoption contract must require that the dog or cat be sterilized by the new

Where a designated employee captures or impounds an animal that is subject to impoundment under this By- law, the animal’s owner must pay a monetary penalty imposed pursuant to subclause 175(d)(i) of The City of Winnipeg Charter in the amount of the costs directly attributable to the capture and the impoundment of the animal. 42(2) The costs referred to in subsection (1) may include, but are not limited to, the following:
