No person who owns or operates a parking lot or other parking facility to which the public has access shall require a driver or operator of a vehicle which displays an accessible parking permit in accordance with the Highway Traffic Act and this By-law, to pay an amount in excess of the normal fee paid by other users of the same parking lot or parking facility.
