No person shall Stop or Park any portion of a Vehicle, except when necessary to avoid conflict with other Traffic or in compliance with a Traffic Control Device or with the direction of a Police Officer:
- (i) on or over a Sidewalk between 6:00 a.m. of one day and 2:00 a.m. of the next day;
- (ii) on or over a Sidewalk between 2:00 a.m. and 6:00 a.m.;
