When a Traffic Control Device to that effect is displayed at each Highway entrance to the City,
no person shall Park any portion of a Vehicle on or over any Highway between the hours of 2:00 a.m. and 6:00 a.m. from the 1st day of December in each calendar year until the 31st day of March in the next calendar year inclusive.
