An owner who operates his or her own body-rub parlour shall notify the Director of Licensing of this fact at the time he or she obtains his or her licence and the licence may be endorsed accordingly upon payment of the appropriate licence fee, and the applicant shall notify the Director of Licensing and have the said endorsement amended before engaging any operator to operate the body-rub parlour. 10.(1) No owner of a body-rub parlour or premises shall-permit any person other than a licensed operator to operate such body-rub parlour.
