No person will drive a vehicle on a highway unless the person has removed, as completely as is reasonably possible, all mud, clay, oil, sand, stone or other material from the wheels of the vehicle that is likely to:

• cause an obstruction or dangerous condition on the highway;
• or damage the surface of the highway.
