Every area of a Property, including loading areas and adjoining municipal boulevard used for Vehicle traffic and parking shall be suitably surfaced and defined by a curb with appropriate curb radius and be:
- (a) kept free of dirt, surface dust and refuse; and,
- (b) adequately lighted; and
- (c) maintained in good repair.
