No person shall park or stop a vehicle or permit a vehicle to remain parked or stopped in a hotel loading zone contrary to official or authorized signs other than:
- (a) a vehicle while actively engaged in the loading or unloading of hotel patrons;
- (b) a tour bus from 1:00 a.m. to 7:00 a.m. of the same day;
- (c) a vehicle owned or operated by a hotel patron.
