2. No Person shall occupy, or permit the occupancy of a Building or portion thereof, where a high concentration of Airborne Contaminants exist, as determined by either York Region Public Health or a qualified inspector, which may cause an . adverse effect to anyPerson who occupies the Building, or portion thereof.
