When at the time of the declaration of the major snow storm condition, there is a weather hazard forecasted by the City’s approved weather provider with the potential, as determined by the General Manager, to require snow clearing and/or snow removal operations on any portion of any given highway set out in Schedule XVII, Subsection A or B;
