No Person shall, at any time, emit, cause or permit the emission of Sound from a Stationary Source that exceeds both the Background (ambient) Sound Level and the maximum permitted Sound Level at a Point of Reception. Sound Levels shall be measured in accordance with the Environmental Noise Guideline NPC-300 – Stationary and Transportation Sources – Approval and Planning, as amended, or any successor guideline, by a MLEO; and,
