618. The owner or occupier of a property abutting a highway may submit a request to the Municipality for the construction of a culvert and/or the #5107 09/08/14 installation of boulevard tiling across or within that highway. The Municipality may construct the requested culvert and/or install the requested boulevard tiling, provided the person who submitted the request has first paid to the Municipality an amount equal to 120% of the estimated cost of constructing the culvert and/or installing the boulevard tiling (and installing a bulkhead, if required), as determined by the Engineer. 619 Upon completion of the culvert construction and/or the installation of the boulevard tiling to the satisfaction of the Engineer, the Municipality shall refund or invoice the applicant the difference, if any, between the #5107 09/08/14 amount paid to the Municipality pursuant to Section 618 and the actual cost of constructing the culvert and/or installing the boulevard tiling (and installing a bulkhead, if required), as determined by the Engineer.
