79 An Enclosure referred to in Section 78(d) must:
- be of sufficient height and strength and stability to contain the Dog and form a confined area with no side in common with a perimeter fence;
- (b) be located in a rear yard; and
- (c) have a secure top attached to all sides, and have a single entrance which is self-closing and has a lock.
