The Pound Keeper may, at his or her sole discretion, sell any animal under his or her care or offer said animal for adoption or otherwise place said animal in the custody of another person or organization subject to the payment of such fees and costs as are set out in Schedule "D" of this by-law. - 11 (I) The Pound Keeper, upon receipt of satisfactory proof of identification, may release an impounded animal to its owner subject to payment by the owner of all fees, as such are set out in Schedule "D" of this by-law, plus any and all costs incurred by the City for damages, expenses, veterinary care, vaccinations, if any, and in the case of a dog, provided that the owner holds a valid dog license issued in respect of the impounded dog
