Notwithstanding subsection 5.1(1), at the discretion of the Medical Officer of Health or the City Clerk or designate, an animal may be held in quarantine on the premises of the owner, or in a veterinary hospital or licensed kennel of the owner’s choice and at the owner’s expense.
