If the Bylaw Enforcement Officer knows or can ascertain the name of the Owner of any impounded Animal the Bylaw Enforcement Officer must serve the Owner with a copy of the Notice in Schedule C of this Bylaw, either personally or by leaving it at, or by mailing it to, the last known address of the Owner.
