tether a dog except with a tether of sufficient length to enable the full and unrestricted movement of the dog. 15.B The Superintendent of the Burnaby shelter of the British Columbia Society for the Prevention of Cruelty to Animals is hereby designated as an animal control officer pursuant to and for the purposes of section 49 of the Community Charter.
