The provisions of subsections 12, 12A and 12B shall not apply to the following vehicles while engaged in the active performance of their duties:
- (a) The provisions of subsections 12, 12A and 12B shall not apply to the following vehicles while engaged in the active performance of their duties: utility service vehicles contracted or owned by the City or the Province of British Columbia;
- (b) service vehicles of a public utility corporation;
- (c) tow trucks;
- (d) parking enforcement vehicles contracted or owned by the City; or
