Notwithstanding the provisions of this Bylaw and subject to the provisions of Subsection 24.6, the General Manager, Engineering & Public Works may, by special permit in writing, authorize the operation and driving of vehicles which are otherwise prohibited by this Bylaw from being operated or driven on highways.
