10. No person shall cause the emission of any loud and unnecessary noise from a motor vehicle:

• by the amplified sound of an alarm system, radio, television, player or other sound playback device or amplification equipment, or the sound of a musical instrument, that emanates from a motor vehicle and can easily be heard by someone outside the motor vehicle;
