being the owner or occupier of any premises or any other person purchasing or delivering firewood, lumber, blocks, rock, stone or other material shall permit such firewood, lumber, blocks, rock, stone or other material to remain on or to be placed on any highway in such a manner as to obstruct or impede traffic thereon;
