If the City takes action under subsection (4) and the costs of the action are not paid on or before December 31 in the year in which they are incurred,
- (a) they may be recoverable from the person as a debt, or
- (b) they may be collected in the same manner and with the same re medies as ordinary taxes on the real property on which the action was taken.
