An action taken by the City under this subsection is at the expense of the
owner or occupier, and the City may recover the costs incurred in doing so as a debt from the owner or occupier in accordance with section 17 of the Community Charter.
- (d) In accordance with section 258 (1)(c) of the Community Charter, if the City takes action and the costs of the action are unpaid on December 31 in the year in which they are incurred, they are deemed to be taxes in arrear.
