Except for Signs otherwise exempted from the permit provisions in accordance with Section 8.1,
no person shall Erect or display or permit or cause the Erection or display of a Sign on any property, building or business premises, unless a permit is obtained under the provisions of this by-law prior to the Erection of said Sign.
