No person shall erect or cause to be erected a fence containing barbed wire or razor wire or any other hazardous materials, on any lands with the exception of lands located within a Prestige Employment or General Employment zone as defined in any Zoning By-law of the Town, without first having applied for and receiving a Site Plan Approval or a Site Plan Amendment pursuant to the Planning Act from the Town.
