No person shall drive a vehicle except a wheelchair or a bicycle with all wheels less than fifty (50) centimetres (20 inches) in diameter upon any sidewalk except for the purpose of directly crossing a sidewalk, unless the sidewalk is designated as a multi-use path under Section 21.1 of this by-law
