No person other than a person so authorized under this by-law shall place, maintain or display upon or in view of any road, any sign, signal, marking or device which purports to be or is an imitation of or resembles a traffic control sign or traffic signal, or which conceals from view or interferes with the effectiveness of a traffic control sign or traffic signal; and
