No person shall park a vehicle other than a taxicab in a taxicab stand when any such stop or stand has been appropriately signed. This provision however shall not apply to any driver of a passenger vehicle who stands therein for the purpose of and while actually engaged in loading or unloading passengers where such standing does not interfere with any taxicabs waiting to enter or exit such zone.
