15. Notwithstanding any other provision of this by-law, it shall be lawful during an emergency to emit or cause or permit the emission of sound or vibration in connection with emergency measures undertaken;

- 14 Where an application is not approved or approved upon terms and conditions or approval to a lesser extent than the exemption applied for, the Chief Noise Control Officer shall set out reasons therefore and shall serve a copy of the decision upon the applicant.
