- (a) The Pound Keeper is hereby authorized to issue, at his or her sole discretion, a Permit exempting any person, persons or organization from the prohibitions set out in this Section.
- (b) No person shall fail to comply with the terms and conditions described on the face of any Permit issued by the Pound Keeper pursuant to this Section.
- (c) Any Permit issued pursuant to this section remains the property of the City and may be withdrawn, revoked or otherwise be declared not in force and effect, without notice, at the discretion of the Pound Keeper. Pigeons
