Exemption

• a) Subsection 20(1) above does not apply to authorized emergency vehicles, road service vehicles, a vehicle operated by a local board, Board of Education, Hydro- Electric Commission, public or private utility, telephone company, or any vehicles referred to in Column 5 of Schedule "16'' to this by-law.
• b) Subsection 20(
